This journal meets the requirements for Scopus listing. It has a focused purpose statement, which adequately reflects in its content. While the journal is based in Rwanda, true to its purpose statement of serving as a platform for the sharing of evidence-based research relating to development in the East African region, it draws its editorial team/board membership and author contributions from across the East African region and even beyond. It is encouraging tho see the journal's motivation for immediate open access, that is, "to make research freely available to the public" to support "a greater exchange of knowledge" - the journal is obviously cognizant of African needs and development challenges in terms of knowledge sharing. The journal demonstrates good layout and typesetting, its articles are research-based, well grounded in literature and, on the whole, referencing is consistently done. Each published article indicates dates received, accepted and published, and this together with an average manuscript turnaround time of 90 days and an average manuscript acceptance rate of 21%, are good indicators of rigor of peer review and quality management of published content. The journal is encouraged though to include DOIs for each published article as this promotes discoverability of and accessibility to journal content. The journal's citation performance is encouraging and with good stewardship of the journal, this can only get better. The journal enjoys good editor standing which augurs well for good future stewardship of the journal.

The journal includes articles that are academically sound and relevant to an international academic or professional audience in the field.

The journal has scholarly relevance as evidenced by citations in other journals currently covered by Scopus.
The abstracts are in keeping with Scopus English Language requirements.
In general, the content of the articles is consistent with the scope and aims of the journal.
